FS#129 - Use jingle file transfer if httpupload fails
Currently httpupload is always used when the server responds in disco that it is available. Jingle file transfer is only used if it is not available.
There should be a fail back strategy to use jingle file transfer if the httpupload fails due to other reasons than a connection problem.
